Strategy to boost youth participation in economy through entrepreneurship, skills development, and job creation
Zimbabwe’s Cabinet has approved the National Youth Empowerment Strategy 2026–2030, a comprehensive framework aimed at enabling young people to actively participate in the formal economy.
Information Minister Jenfan Muswere said the strategy “creates an enabling environment to promote youth participation through deliberate job creation and entrepreneurship.” He noted that Ministries, Departments, Local Authorities, the Private Sector, and Development Partners will implement programs targeting youth economic empowerment.
The strategy is guided by national legal frameworks, including the Constitution, the Zimbabwe Youth Council Act, and the National Youth Policy (2021). Muswere emphasized that “the youth will be involved at every stage of the monitoring and evaluation process,” and a communication plan will ensure transparency and engagement, particularly among marginalized groups.
The strategy’s five pillars — Health and Wellbeing; Education and Skills Development; Governance; Economic Empowerment; Technology and Digital Transformation — are supported by cross-cutting areas such as Gender Equality and Inclusivity; Governance, Coordination and Partnerships; and Climate Change Adaptation and Mitigation.
