SUSPENDED Chitungwiza Town Clerk George Makunde is set to bounce back following the intervention of the Local Government minister, July Moyo.
This follows a protracted battle Makunde and the MDC-run Chitungwiza Town Council (CTC).
On numerous occasions, Chitungwiza residents have stormed the the town council offices demanding the ouster of Makunde and his management, alleging gross incompetence.
Makunde has also been at the receiving end of various protests by Chitungwiza residents
Zim Morning Post understands that Makunde will be re-instated on Tuesday.
Makunde returns to office despite not yet being cleared by the MDC-run council with government apparently suggesting that he is clear of any wrongdoing.
Makunde who is a Zanu PF Secretary of Administration for Mashonaland Central was appointed as Chitungwiza town clerk in October 2012.
He was employed on a five-year fixed term contract.
Makunde was facing allegations of deliberately absenting himself from duty without express authority and refusing to comply with instructions handed him by his seniors in council.
He was suspended on September 2 2019 by Chitungwiza Mayor Councillor Lovemore Maiko.
In a suspension letter gleaned by this publication, Makunde allegedly refused to submit his personal file and copy of employment to a board of councillors.
“You were instructed to provide contracts of employment and conditions of service for all senior managers and you did not to comply. You also refused to comply with the instruction to strictly adhere to the 30:70 salaries and service delivery expenditure ratios,” reads part of the letter.
In January, the Local Government ministry ordered CTC to hand over to Makunde a vehicle which he had been using prior to his suspension.
In a letter addressed to Mayor Lovemore Maiko, which was gleaned by Zim Morning Post, Moyo said the decision to repossess Makunde’s vehicle was inhuman.
“I request your good office to be human in your conduct with the suspended town clerk, noting that until he is found guilty, he remains your employee and should be treated as such,” read part of the letter.
MDC Local Government shadow deputy minister Clifford Hlatswayo said the intentions by Moyo were unprofessional.
“It is shocking that July Moyo wants to take the Chombo (Ignatius) and (Saviour) Kasukuwere paths, which is unprofessional. The move to reinstate Makunde by the minister shows high levels of unprofessionalism,” Hlatswayo said.
