A TOP official working for Zimbabwe Electricity Supply Industry Trust (ZESIT) has exposed suspended ZESA Holdings executive chairman Sydney Gata and given a sneak peak into the rampant underhand deals being done by senior managers in State enterprises.
The audio, leaked on social media, exposes the manipulation of tendering procedures and how senior civil servants are using their positions to illegally “create their own retirement packages.”
In the damning audio, an official, James Dzumbira, makes frantic efforts to coerce ZETDC Information Technology department boss identified as Freeman Chikonzo to participate in a scheme designed to skip due process to milk ZESA of millions of dollars for personal gain.
He advises Chikonzo to form a company and submit a concept proposal to ZESIT with assurance that they will be awarded a digitalisation project.
He said once they get the contract, it will be submitted via ZESIT and Gata will give the project the green light.
Questions have previously beein raised over the creation of the ZESIT, which had been set to undertake several projects before the suspension of Gata.
“What I want you to do is set up a team of IT fundis in three to four days,” he said.
“We are having presentations next week at the national training centre and once the team submits a concept proposal ,we then say this and this company is ready for the project and we submit the proposal to chairman (Gata) and he will give us the money.“
The official categorically stated that he wanted to evade the tender processes hence he wanted to get the contract via a Trust.
“What we are doing is trying to assist ZESA, revenue assurance, digitalisation, generation.
“We are looking for people to work with because that is what the chairman wants.remember. Tikada kumirira kwenyu, it will take forever, going to tender and all the processes, but if we go via trust it will be quicker,” he said.
He added that he had been approached by some IT experts with the same proposal but he preferred someone he knows. “So I thought of you and feel you must get a team, some approached me for digitalisation but I don’t know them.
“So your team can give us a proposal for digitalisation and we doing presentations next week at the national training centre. We meet them and tofamba tiriright,” he said.
Chikonzo was not in agreement with the corrupt scheme arguing that his mandate has restrictions and he can only report it to the. managing director.
The official is believed to be Gata’s ally and they connived to use Zesit as a conduit to plunder funds.
He lured Chikonzo saying the loot will be part of his “retirement package”.
“Isn’t it you will need to retire,that is where you get something,” he said.
Zesit was formed under unclear circumstances amid allegations that it was a brainchild of Gata. Since his controversial appointment,Gata has always been sucked in corruption allegations and bullying management.
