Illegal structures: Harare blames constitution

Harare City Council has blamed the provisions of the new constitution for the mushrooming of illegal structures in the capital, Zim Morning Post can reveal.

Harare mayor Herbert Gomba said the new constitution emasculated the council in controlling illegal structures since they cannot demolish structures without a court order.

“Council can only be able to address issues of land invasions and land occupations in context with the new constitution which requires us to seek a court order before we go and demolish people’s properties that would have been constructed illegally, “he told journalists this week.

He added that to date they have over 20 cases which they have referred to the High court and awaiting the granting of orders.
