HCC Director of Works under fire for incompetence, misconduct
DIRECTOR of Works (DoWs) for Harare City Council (HCC), Zvenyika Chawatama has been placed under investigation for failure to effectively perform his duties as prescribed by his contract as well as abuse of office, Zim Morning Post can reveal.
Chawatama is going through an internal investigation and has since appeared before a disciplinary hearing.
The hearing was conducted on October 6.
The DoWs is facing allegations of influencing a private land surveyor so that he surveys stands in Mufakose without first verifying their ownership.
According to HCC, Chawatama approved the layout plan carried by the independent surveyor rather than that of the town planner.
“The approval of a layout plan is not the function of the Director of Works, it is the responsibility of the City Planner who is the specialist in creation and approval of layout plans,” read part of the minutes from Chawatama’s hearing.
The DoWs is also accused of approving stands number 11119 – 11648 without following due processes.
According to HCC, land ownership is verified at layout planning stage by the city planner, but Chawatama is alleged carried out the verification at the title survey to stage.
Chawatama is also being accused of delaying using the ZWL10 million of ZINARA funds up until the money lost value.
According to HCC, Zinara disbursed ZWL10 million on June 1, but the DoWs reportedly failed to utilise the money for two and a half months until it lost value.
The HCC also accused Chawatama of abusing council fuel and this was only discovered through an audit.
Chawatama also failed to implement an audit resolution regarding the licencing of Queen of Hearts but could not to deliver it in time.
The council accuses the DoWs of being lethargic in the implementation of projects under his department hence derailing the goals and objectives of
HCC and his department.
He has also been accused of sending unnecessary messages on the city’s WhatsApp platform with the intention to cause alarm and despondence.
“You have been sending unwarranted and in some instance, highly confidential messages on formal WhatsApp business platforms which are meant to cause alarm and despondence,” read part of the charge sheet.
The latest internal hearing is the second one since Chawatama was appointed to the job in 2017.
In October 20, 2019, the DoWs was suspended on similar charges of incompetence and corruption.
