A Chitungwiza town council employee has been hauled to court facing charges of criminal abuse of duty after she failed to follow laid down procedures in the allocation of a stand as required at law.
Hazel Sithole (41) appeared before a Harare magistrate Learnmore Mapiye facing charges of criminal abuse of duty and was released on ZWL500 bail, coupled with stringent conditions.
The matter was remanded to October 1.
Prosecuting, Sabastian Mutizirwa said on May 6, investment Pvt (Ltd) being represented by its director, applied for a commercial stand with intention to construct a service station in Harare’s dormitory town.
Upon receipt of the application, the town clerk referred it to Sithole, who is Chitungwiza’s director of housing for processing and due consideration as per the Urban Councils Act.
Following receipt of the application, Sithole recommended that suitable land be availed by relevant city authorities to Metalhil Pvt (Ltd) .
It is alleged that Sithole did not exhaust all the relevant stages leading to the final availing of land for the service station by city authorities.
Sithole then went on and allocated the service station land to Metalhil Investment Pvt (Ltd), whereupon she asked the company to pay at least 30% of the stand’s total worth of $31 636.50, with Metalhil Pvt (Ltd) eventually forking out $13 000.00 in deposit.
