By-elections to go ahead as Parliamentary Legal Committee gives green-light
THE Parliamentary Legal Committee (PLC) on Thursday dismissed as unconstitutional Statutory Instrument (SI) 225/A 2020, Zim Morning Post can report.
SI 225/A 2020 was gazzeted at the behest of Vice President Constantino Chiwenga.
Chiwenga was recently appointed as the Minister of Health and Child Welfare by President Emmerson Mnangagwa following the sacking of Obadiah Moyo over corruption allegations involving the controversial Drax International COVID-19 supplies procurement contract.
In gazzeting the SI225/A2020, Chiwenga argued that there was need to protect Zimbabweans from COVID-19 infections by putting in place regulations that would reduce exposure through contact.
However, the PLC on Thursday, struck off the SI, stating that the Zimbabwe Electoral Commission (Zec), must set out dates for by-elections as per the dictates of the constitution.
MDC legislator for Mbizo, Kwekwe, Settlement Chikwinya who has been vocal against the SI, said this was a welcome development.
“The cases challenging the SI which are now before the courts now have more than a bright chance to succeed if ever the government still wants to oppose, which I do not see now (sic),” she said.
Meanwhile, both the opposition MDC factions and Zanu PF aspiring candidates have continued to campaign despite the gazetting of the SI, raising speculation that both parties were aware that the SI was a ‘hoax’.
