Traffic Safety Council of Zimbabwe heads for stormy waters


… as stakeholders call for the board to be dissolved

The Traffic Safety Council of Zimbabwe (TSCZ) is headed for stormy waters after an explosive March 15 board meeting ignored tenets of good corporate governance to endorse the employment of an individual to head of procurement unit without the necessary qualifications and without an internal advert for the post being flighted.

The procurement unit, within the Finance/ Administration section of an organisation is responsible for financial matters involving vendor contracts.

TSCZ board members who spoke to Zim Morning Post on condition of anonymity for fear of reprisals acknowledged the defective nature of the decision.  

“Despite spirited efforts by some members of the board to demand that the post be advertised, Albert Mugabe (TSCZ board chairperson) brushed them aside and endorsed the handpicked Ms Mupangavanhu,” said the insider.

Another TSCZ board member who also pleaded for anonymity did not rule out the presence of underhand deals in a bid to control a “lucrative” post within the organization.

“The CEO (Obio Murambiwa Chinyere) and Mugabe connived to handpick Mupangavanhu, to be head of procurement unit without any degree or necessary qualifications, without even an internal advert,” the source said.

The board members said they were “pleading with the relevant authorities that the Mugabe led compromised TSCZ Board be dissolved.

The board members fear the vacant post of Director of Operations could also be compromised by another unproceedural appointment.

Efforts to get a comment from Mugabe were fruitless at the time of going to print.

Curiously, Mugabe has a pending court case of criminal abuse of office allegedly committed while in a similar role at ZINARA.
