A Zimbabwean national Farirayi Chataurwa working for the World Food Programme (WFP) was scheduled to be on the Ethiopian Airlines flight that was involved in an accident and killed all 149 passengers.
Chataurwa is listed on the passenger list availed on Sunday night.
It is not clear how she missed her flight.
The aircraft, a Boeing 737 MAX 8 carrying 149 passengers and eight crew members, took off at 08:38am (05:38 GMT) and lost contact with air traffic controllers six minutes after take off.
It crashed near Bishoftu, southeast of the Ethiopian capital, Ethiopian Airlines said in a statement.
