Govt approves minimum service delivery standards for local authorities

HARARE, Zimbabwe — The government has approved a new framework that sets minimum service delivery standards for local authorities, Information Minister Jenfan Muswere announced Tuesday following a post-Cabinet briefing.

The framework, which covers both urban and rural councils, aims to improve the quality and consistency of essential public services such as water supply, sanitation, waste management, roads, lighting, housing, and public health.

Muswere said the standards will guide local authorities in implementing their roadmaps under President Emmerson Mnangagwa’s 2023 blueprint, “A Call to Action: No Compromise to Service Delivery”, which outlines the first phase of modernizing local governance ahead of Vision 2030.

“The framework defines what citizens should expect in terms of service quantity, quality, timelines and cost,” Muswere said. “It ensures uniformity and provides a benchmark for evaluating satisfaction levels.”

He added that local authority performance will be tracked using a real-time dashboard system, allowing the government to monitor progress and hold councils accountable based on key indicators and benchmarks.
