HARARE City Council senior manager, Stewart Mungofa, is on a two-week long forced and unpaid leave.
Mungofa’s turn of fortunes is a culmination of the release of resources meant to prop up a project initiated by another top HCC official, Zvenyika Chingombe.
Ironically, Chingombe is still secure in his job.
The suspended HCC boss is also accused of abusing his position as a Human Capital Director after he misled council into approving an exaggerated budget.
But until his appointment about a month ago to the post of Acting Human Capital Director, Mungofa’s promotion had tended to take a dip.
“Please, be advised that I am hereby appointing you to act in the higher position of Human Capital Director with effect from December 3, 2020 for a period of six (6) OR until the finalisation of the issues involving the Post Holder (Dr C Chimombe) have been concluded, whichever is sooner,” wrote Acting Town Clerk, Zvenyika Chawatama, then.
But hardly a week later and December 17, to be precise, Chawatama had a change of heart, writing:
“Please, be advised that your acting appointment to the position of Human Capital Director is hereby nullified with immediate effect. You are, therefore, instructed to report to my office for handover and further instruction as soon as possible.”
